The Ah rate does provide some data for the charge rate.
Lithium Ion batteries are usually charged at a constant current for a set time. So a 1500mAh Lithium Ion may be charged at 15% (225mAh) for some 8 hours.
Lead acid batteries are designed to release a lot of energy in short time, as in turning over the starter motor in a car. This design means it can also be charge at a higher rate for equally short periods.
The general charging plan fo Lead Acid batteries is to apply a high voltage, forcing up to one third of the Ah rate until the battery reaches 14.7 volts, then to dynamically adjust the current and keep the voltage at 14.4 volts until the current reaches a level determined by the Ah rate whence it maintains a 'float charge'. The float charge is used to maintain the battery at 14v or less: In a car, where the battery will be regularly charging for many hours, the float voltage is usually 13.8
